To the east they raided Zululand, and succeeded, in defiance of the British settlement of that country, in tearing away one-third of it and adding it to the Transvaal. To the west, with no regard to the three-year-old treaty, they invaded Bechuanaland, and set up the two new republics of Goshen and Stellaland.
President Kruger had connived at the establishment on native territory under British protection of two little republics of raiders, to which the names of Goshen and Stellaland were assigned; and a costly expedition under Sir C. Warren was needed to bring him to his senses. In 1885 Bechuanaland became an integral part of the British Empire.
As regards a pledge that they shall be punished, the President will see on consideration that although a Government can order a prosecution, it cannot in any free country compel a conviction. You may remind him that the murderers of Major Elliott, who were tried in the Transvaal in 1881, were acquitted by a jury of burghers. Compare also the treatment by us of Stellaland and other freebooters.

Finally it was goaded into action by a proclamation issued by Kruger annexing the territory to the Transvaal. He soon found it advisable to cancel the proclamation, and in 1885 the Republics of Goshen at Mafeking and of Stellaland at Vryburg were effaced by an expedition led by Sir Charles Warren. Bechuanaland was again annexed by proclamation, but on this occasion to the British Empire.
He climbed down, as he had done before in the Stellaland affair, the Banjailand trek, the commandeering incident, and as he no doubt will do in others; for he may bluff hard, but it will take a great deal to make him fight. There is one matter upon which Mr. Kruger's judgment is perfect: he can judge the 'breaking strain' to a nicety.
A Boer deputation went to England in the autumn of 1883, and succeeded in cajoling Lord Derby into a very remarkable surrender. Among other things, he conceded to them an important strip of land west of the River Harts . Far from satisfying them, this act encouraged some of their more restless spirits to set up two republics named Stellaland and Goshen.
