Over wide sections, untitled manorial lords, "more intelligent than educated, brave but irascible, proud but overbearing," controlled all voting and office-holding. Congressional districts were their pocket-boroughs, and they ignored the common man save to use him. The system grew, instead of statesmen, sectionalists, whom love for the "peculiar institution" rendered callous to national interests.
Of course, the Southern people resisted the pressure thus brought to bear by the Northern sectionalists, and the result was what might have been expected. The condition of the negro was made more uncomfortable than ever, and the color line was more closely drawn.

Nevertheless, between 1815 and 1820 he voted for protective tariffs, brought in a great bill for internal improvements, and won from John Quincy Adams praise for being "above all sectional...prejudices more than any other statesman of this union" with whom he "had ever acted."
