The United States navy is not so powerful as might be expected from such a maritime people. There are only twelve ships of the line and twelve first class frigates, including receiving-ships and those on the stocks. The standing army consists of 10,000 men, and is regarded with some jealousy by the mass of the people.
But still there were always a few who would doubt and a few who would question; and in the early part of the Eighteenth Century in England the government was being put to severe straits to cope with the difficulty. Lying in the Thames were receiving-ships on which were crowded men and women to be transported. When the ship was full, crowded to her utmost, she sailed away with her living cargo.
A large cutter comes round the coast once a month, to pick up the hands from the various receiving-ships, and as often as not she goes back with a hundred. And a rum lot you will think them.
It often happens on shipboard, especially receiving-ships, that the men become very careless; and in carrying water, paint, or grease about the ship, frequently spill some of it on deck.
