They become deeply interested in my tour of the world, which the scholarly pedagogue has learned of through the medium of the vernacular press. The Eurasian, not being a newspaper-reader, has not heard anything of the journey. But he has casually heard of the River Thames, and his first wondering question is as to "how I managed to cross the Thames!"

The empirical art of politics consists largely in the creation of opinion by the deliberate exploitation of subconscious non-rational inference. The process of inference may go on beyond the point desired by the politician who started it, and is as likely to take place in the mind of a passive newspaper-reader as among the members of the most excited crowd.

The politician, statesman, and scholar, the merchant, mechanic, and tradesman, every newspaper-reader, and, in truth, every observant and thoughtful man, of whatsoever profession or business, always wants at hand a minute and trustworthy exhibition of the manifold elements which constitute the changeful present as it ebbs and flows around him.

Hence it has been sane economy on the part of America to put much of her early energy into construction rather than into fighting. Nevertheless, it has made her an easy butt for criticism both in the States and abroad, since the only proof to the newspaper-reader that America is at war is the amount of front-line that she is actually defending.
