From plans prepared by him and taken from the monastery of Hsi-ming in China, the temple Daian-ji was built under the auspices of the Emperor Shomu, and having been richly endowed, was placed in Doji's charge as lord-abbot.

Tins celebrated convent had the patronage of four bishoprics, sixteen hundred and sixty-two churches, and possessed or controlled two hundred and fifty castles, four hundred and forty towns, and three hundred and thirty-six manors. Its revenues exceeded five hundred thousand ducats, so that the lord-abbot was the peer of the greatest secular princes.

Saicho was specially sent to China by his sovereign to study Buddhism, in order that, on his return, he might become lord-abbot of a monastery which his Majesty had caused to be built on Hie-no-yama subsequently known as Hiei-zan a hill on the northeast of the new palace in Kyoto.

He announced that if the soldier-monks persisted, their lord-abbot should be banished and their property confiscated; before which evidently earnest menaces the mob of friars turned their faces homeward.
