His timid soul is bent on participating in the deviltries for which Vienna is famous. His blood is thumping through his arteries in three-four time. His mind is inflamed by such strophes as "Es giebt nur a Kaiserstadt; es giebt nur a Wien" and "Immer luste, fesch und munter, und der Wiener geht nit unter." But he is brought gradually to the realisation that something is amiss.

The Weltausstellung did not prove to be a lodestone, although in justice it must be admitted it was one of the finest shows ever planned, and was fixed in one of the most agreeable of sites. It was too far away, however, to attract the British public, and there were rumours of cholera lurking in the Kaiserstadt; so I was recalled, but to be sent to Spain once more.

You know, Lieber Herr, said Vater Böhm, there is nothing in the whole Kaiserstadt so astonishing to strangers as our signboards. Those beautiful paintings that you seeAm Graben and Hohe Markt,—real works of art, with which the sign-boards of other countries are no more to be compared, than your hum-drum English music is to the delicious waltzes of Lanner, or the magic polkas of Strauss.

"There is only one Kaiserstadt," sings the loyal Kerl of Vienna, but he shakes the dust of the Graben from his feet on holiday mornings, and makes his merry pilgrimage to the lordly Schoen-brunn or the heartsome Dornbach, or the wooded eyry of the Kahlenberg. What would white-bait be if not eaten at Greenwich?

But the mind was at once relieved from this sad picture of human debasement by the refined and attractive scenes in the Austrian Village, inclosing realistic reproductions of thirty-six buildings as they existed, more than a century ago, in old Vienna, deservedly eulogized in the song: Es gibt nur a Kaiserstadt Es gibt nur a Wien; Da muss es praechtig sein, Da moecht' ich hin!

Rome is the predestined capital of Italy in spite of the wandering flirtations its varying governments in different centuries have carried on with Ravenna, or Naples, or Florence. You can imagine no Residenz for Austria but the Kaiserstadt, the gemuthlich Wien. But there are other capitals where men have arranged things and consequently bungled them.

In one Limehouse barroom you will find sailors from Behring Straits and the China Sea, the Baltic and the River Plate, the Congo and Labrador, all calling London home, all paying an orang-outang's devotions to the selfsame London barmaid, all drenched and paralysed by London beer.... The kaiserstadt of the world, this grim and grey old London!
