When the evacuation was completed by the departure of the Albanian Government from Durazzo, the Italian brigade assigned to the city began a retreat, which was accomplished according to plan despite serious attacks from the Austrian forces, which advanced as far as the isthmuses to the east and north of Durazzo.
Neither of these negotiators was of the caliber of Webster and Ashburton, and the treaty which they drew up proved rather a Pandora's box of future difficulties than a satisfactory settlement. In the first place it was agreed that any canal to be constructed over any of the isthmuses was to be absolutely neutral, in time of war as well as of peace.
When we consider the number of narrow necks or isthmuses which separate gulfs and bays of the sea from each other, or from the main ocean, and take into account the time and cost, and risks of navigation which would be saved by executing channels to connect such waters, and thus avoiding the necessity of doubling long capes and promontories, or even continents, it seems strange that more of the enterprise and money which have been so lavishly expended in forming artificial rivers for internal navigation should not have been bestowed upon the construction of maritime canals.
We have at our command all the facilities of modern science for surveying, clearing, and working our property. No more lands lying fallow, no more impassable deserts, no more useless streams, no more unfathomable seas, no more inaccessible mountains! We suppress the obstacles nature throws in our way. The isthmuses of Panama and Suez are in our way; we cut through them!
