We speak in all kindliness when we say that they are distinguished by a certain restlessness of disposition, by a considerable degree of vanity. They are not so given to labor as some others for example, the Ilokanos, to whom they are measurably inferior in point of trustworthiness. More numerous than any other tribe except the Visayans, they are also wealthier and better educated.

The Ilokanos, to give only one more illustration, have almost nothing more, in common with the Bicols than the fact that they both probably come from the same original stock, just as the English and the Germans have the same ancestors. All these subdivisions speak different languages, and the vast majority do not speak Spanish at all. But this is not all.

The only Igorot who became Christians were the wives of some of the Christian natives who came in with the Spaniard, mainly as soldiers. There are now eight or ten such women, wives of the resident Ilokanos of Bontoc pueblo, but those whose husbands left the pueblo have reverted to Igorot faith.

The day closed with a baile, given by the Ilokanos living in Bontok. Many of these are leaving their narrow coastal plains on the shores of the China Sea and making their way through the passes to the interior, some of them going as far as the Cagayán country. It is only a question of time when they will have spread over the whole of Northern Luzon.

The attitude of the region in which he lived strengthens this surmise, for only after long-continued wrongs and repeatedly broken promises of redress did Filipino loyalty fail. This was a century too early for the country around Manila, which had been better protected and less abused than the provinces to the north where the Ilokanos revolted.

But then the Ilokanos are the most businesslike and thrifty of all the civilized inhabitants: their migration to other parts, a movement encouraged of long date by the Spanish authorities, is one of the most hopeful present-day signs of the Archipelago, I was sorry to take my leave of Vigan; the place and its environs seemed full of interest.
