Finally when ex-confederates began to be elected to office, many a northerner shook his head and wondered whether the South was attempting to get into the saddle once more. When Congress convened in December, 1865, its members held a wide variety of opinions in regard to the best method of restoring the confederate states to the Union.
The attitude of Lincoln, which in 1865 met the views of a majority of the Northern people though not of the political leaders, was that "no State can upon its mere motion get out of the Union," that the States survived though there might be some doubt about state governments, and that "loyal" state organizations might be established by a population consisting largely of ex-Confederates who had been pardoned by the President and made "loyal" for the future by an oath of allegiance.
Early in 1866 the Legislature had passed an act which created for the police of New Orleans a residence qualification, the object of which was to discharge and exclude from the force ex-Union soldiers. This of course would make room for the appointment of ex-Confederates, and Mayor Monroe had not been slow in enforcing the provisions of the law.
Within the knowledge of my troops, there had gone on formerly the transfer of organized bodies of ex-Confederates to Mexico, in aid of the Imperialists, and at this period it was known that there was in preparation an immigration scheme having in view the colonizing, at Cordova and one or two other places, of all the discontented elements of the defunct Confederacy Generals Price, Magruder, Maury, and other high personages being promoters of the enterprise, which Maximilian took to readily.
