Grenville showed a commission to treat with France and "any other prince or state." But the "enabling act," giving the king authority to acknowledge the independence of the States, had not yet been passed by Parliament; and it did not appear that England recognized the ex-colonies as constituting either a prince or a state. Oswald had no commission at all.
Nationalist liberation movements were active in settled communities such as Ireland and Canada's Province of Quebec. There were less established movements in newly liberated restless ex-colonies and remaining colonies of the chief European empires, of Japan and of the United States.
The contrast between the American colonies of Great Britain throwing off their allegiance to the Old Country because they saw fit to do so for their own interests, and the government of the Federation of these same ex-colonies insisting that some of them, which in their turn see fit to break loose from the Federal pact, shall not do so, under the alternative of war and the pains of treason, this contrast is assuredly a glaring one; many people considered that it amounted to a positive anomaly, not a few to a barefaced act of tyrannic apostasy.
