The terms were drastic and the German Government, in the persons of Scheidemann, the Premier, and Brockdorff-Rantzau, Minister for Foreign Affairs, seemed determined that, helpless as she was, Germany should not accept them without radical modifications.
He was succeeded as Prime Minister by Herr Bauer, and Herr Müller was sent to replace Brockdorff-Rantzau at Versailles with a mandate to sign the dictated peace.
We had received an extremely hospitable and cordial welcome at Christiania and Copenhagen, at the hands of the Ambassadors, Michaelis and Count Brockdorff-Rantzau we also had an opportunity of convincing ourselves that the feeling in Denmark and Norway had turned against us just as sharply as in America. The balance of power was, however, different.
Thus, when the treaty with Germany was presented to Count von Brockdorff-Rantzau, a mere journalist at the Conference possessed a complete copy, whereas the Rumanian delegation, headed by the Prime Minister Bratiano, had cognizance only of an incomplete summary.
The reply of Brockdorff-Rantzau inevitably took the line that Germany had laid down her arms on the basis of certain assurances, and that the Treaty in many particulars was not consistent with these assurances.
A few minor points were conceded, but the terms as a whole were maintained, with an intimation that unless they were accepted at once as they stood, the Allies would draw the sword again. Count Brockdorff-Rantzau thereupon resigned, and Scheidemann's government fell on 20 June.

The German delegates, with Count Brockdorff-Rantzau at their head, did their best to expose the inconsistencies between the Allies' professions and their performance, and to secure a reconsideration of the more distasteful terms. An elaborate protest and counterproposals were delivered early in June and promptly answered by the Allies.
Here the Italians and Rumanians chimed in, reminding their kinsmen that it was the same American statesmen who in the peace conditions first presented to Count Brockdorff-Rantzau made over the German population of the Saar Valley to France at the end of fifteen years as the fair equivalent of a sum of money payable in gold, and that France at any rate had raised no objection to the barter nor to the principle at the root of it.
This is the danger against which all our resources and courage and idealism must now co-operate. On the 13th May, 1919, Count Brockdorff-Rantzau addressed to the Peace Conference of the Allied and Associated Powers the Report of the German Economic Commission charged with the study of the effect of the conditions of Peace on the situation of the German population.
