To keep all these incongruous elements in order, and provide against foreign invasion, requires a standing army of 577,859 troops "for grand operations," as the last almanac expresses it, besides various corps de reserve, and a navy of 186 from steamers, 41 large sailing vessels, and numerous gun-boats and smaller vessels, in the Baltic, the Black Sea, the Caspian Sea, the White Sea, and the Sea of Azof.
We learn that Shalmaneser reigned from 859 to 825 B.C., and we have the record of all his successive campaigns, the first twenty-six of which he led in person.
On the 30th day of June, 1885, the excess of revenues over public expenditures, after complying with the annual requirement of the sinking-fund act, was $17,859,735.84; during the year ended June 30, 1886, such excess amounted to $49,405,545.20, and during the year ended June 30, 1887, it reached the sum of $55,567,849.54.
The revenue of India, exclusive of railways and municipal funds, has grown between 1856-57 and 1886-87 from Rs. x 33,378,000 to Rs. x 62,859,000, and in 1891 it had increased to Rs. x 64,000,000, or, including railway and migration receipts, to Rs. x 85,750,000; and this increase is due to the growth of old revenue rather than to new taxation.
