An oldish man turns up his nose to scrutinise the intentions of the weather-clerk, and, apparently little satisfied at the aspect of the threatening clouds, stops, and unsheathing his fan-like object from his belt, opens it, when it is seen to become like a small umbrella without the stick and handle, about two and a half feet only in diameter, which, by means of a string, he fastens over his brand new hat.
