In the spring of 1914 the Dresden was on the Caribbean station, and was lying off Tampico when the American forces captured Vera Cruz. Later on in the summer the Dresden was the vessel on which Victoriano Huerta, upon abandoning Mexico, traveled from Puerta to Jamaica.

The Mexican situation put the principles of the new Pan-Americanism to a severe test. On February 18, 1913, Francisco Madero was seized and imprisoned as the result of a conspiracy formed by one of his generals, Victoriano Huerta, who forthwith proclaimed himself dictator. Four days later Madero was murdered while in the custody of Huerta's troops.

Whilst Victoriano was in prison, Borrow and Antonio had been very successful in selling Testaments and Bibles in Madrid, disposing of upwards of a hundred copies, but entirely to the poor, who "receive the Scriptures with gladness," although the hearts of the rich were hard.

On our way thither we stopped at Naval Carnero, a large village five leagues to the west of Madrid, where I remained three days, sending forth Victoriano to the circumjacent hamlets with small cargoes of Testaments.

So Victoriano wrote the letter; but now ensued the difficulty of sending it to its destination, as no person in the village dare have carried it for any reward. The good people, however, persuaded a disbanded soldier from another village, who chanced to be at Fuente la Higuera in quest of work, to charge himself with it, assuring him that I would pay him well for his trouble.
