As often as not they were due to the recklessness of unscrupulous and drunken white men. In 1872, a party going up to the gold mines on the Skeena River burned an Indian village. This brought the Governor of British Columbia, J. W. Trutch, Esq., up the coast with two ships of war, the "Scout" and the "Boxer."
This plan, I believe, met the views both of Sir James Douglas and the Honorable Mr. Trutch. But I consoled myself with the reflection, that if we had not gained the best, we had secured the next best, grand scheme a scheme which, as time goes on, will be extended and improved, as the original Pacific Railways of the United States have been.
With the entrance of this province, so famous now for its treasures of gold, coal and other minerals in illimitable quantities, must be associated the name of Sir Joseph Trutch, the first lieutenant-governor under the auspices of the federation.
In concluding his speech in favour of the policy, Joseph Trutch, one of the three delegates who afterwards went to Canada to perfect the bargain, said: I advocate Confederation because it will secure the continuance of this colony under the British flag and strengthen British interests on this continent, and because it will benefit this community by lessening taxation and giving increased revenue for local expenditure; by advancing the political status of the colony; by securing the practical aid of the Dominion Government...; and by affording, through a railway, the only means of acquiring a permanent population which must come from the east of the Rocky Mountains.
The colonist roads along the great mountain sides, across rivers, and, through the forests, are of his doing, with the practical co-operation of ex-Governor Trutch, a very able engineer; and to Douglas, Trutch, Sir Mathew Begbie, Mr. Dunsmuir, and a few others, the order, obedience to the law, and progress of the country must be mainly attributed.
"The massive timbers for framing, which Governor Trutch and Captain Cator, of H. M. S. 'Scout, saw on the ground last year, and doubted of our ability to raise, are, I am happy to say, now fixed, and fixed well, in their places, and all by Indian labour.
