When the industrial workers withdrew from agriculture, a great number of small holdings fell idle, and upon these the new class of large tenants established themselves, tenants-at-will, holding fifty, one hundred, two hundred or more acres, liable to be turned out at the end of the year, but able by improved tillage and larger farming to increase the yield of the land.
"I have bought out a few who were tenants-at-will, forgiving them large arrears of rent, and making them in every instance a present of their year's crop, stock, &c., and either finding them other farms, or giving them money to enable them to enter into other pursuits: such, sir, have been my transactions with the small number who have left my land, none of whom, I dare say, every charged me with harshness or injustice.
If the king of Wessex had been elected king of England by the other kings of the Heptarchy, and if those other kings had left successors, those successors might have claimed to be peers in a real sense. But they had no such pretensions; they were simply greater barons, who had been the tenants-at-will of their king.
