For childish thefts and such-like trespasses, committed nearly always at the instigation of their parents, boys of ten and twelve are now locked up with hardened criminals, often for considerable periods: what is this but a State-aided manufacture of crime?

Throughout the last two decades of the nineteenth century landlord and tenant were opposed in a struggle for definite material interests; it was a fight not only for free conditions of tenure but for the reduction of rent, if not for its total abolition. A way of peace was found in State-aided land purchase, and in a reconstitution of the whole agricultural order.

The reckless drafting off of our social failures into new lands is a criminal policy, which has been only too rife in the State-aided emigration of the past, and which is now rendered more and more difficult each year by the refusal of foreign lands to receive our "wreckage." The settlement of this vast question was to be accomplished through the Imperial Parliament, not the Irish. Yet it was accomplished in essence by an agreement between Irishmen for which Redmond himself was largely responsible. That settlement, however, merely ratified in 1903 the final stage in the conversion of both countries to Parnell's policy of State-aided land purchase.

Fortunately, this cannot be alleged except by those who shut their eyes to the results of State-aided Land Purchase in Ireland, and refuse to consider the consequences of tampering with the mainspring of that beneficent operation: I mean the credit of a joint exchequer under one Parliament for both countries.
