If there had been railways in the Middle Ages there would probably have been a railwaymen's guild; and it would have had a charter from the King, defining their rights. A charter is the expression of an idea still true and then almost universal: that authority is necessary for nothing so much as for the granting of liberties.

Here Radek was laid hold of by the Master of the Ceremonies, who, it seemed, was also part editor of a railwaymen's newspaper, and made to give a long account of the present situation of Soviet Russia's Foreign Affairs.

"Come along," said Radek, and we walked in the dark along the railway lines to a big one-story wooden shanty, where an electric lamp lit a great placard, "Railwaymen's Reading Room." We went into a packed hall. Every seat was occupied by railway workers and their wives and children. The gangways on either side were full of those who had not found room on the benches.

Strange that this town is an important and busy railway junction and yet so little has the old-world appearance of the place suffered in consequence; here are no ugly rows of railwaymen's cottages in stark evidence on the hillsides; in actual fact the coming of the railway has added to the antiquarian and historical interest of the town, as will be seen presently.
