That historian enumerates four different races: first, he mentions the Phoenicians who dwelt in Carthage; next, he speaks of the Liby-Phoenicians: these, he tells us, dwelt in many of the maritime cities, and were connected by intermarriage with the Phoenicians, which was the cause of their compound name; thirdly, he mentions the Libyans, the bulk and the most ancient part of the population, hating the Carthaginians intensely on account of the oppressiveness of their domination; lastly, he names the Numidians, the nomad tribes of the frontier.
The half-castes, the Liby-Phoenicians, seem to have been sometimes sent out as colonists; but it may be inferred, from what Diodorus says of their residence, that they had not the right of the citizenship of Carthage; and only a single solitary case occurs of one of this race being intrusted with authority, and that, too, not emanating from the home government.
The analogy in name and legal position between the Latins of Rome and the Liby-phoenicians of Carthage is unmistakable.

Phoenicians and Italians in Opposition to the Hellenes Their -conubium- with the Carthaginians is mentioned by Diodorus, xx. 55; the -commercium- is implied in the "like laws." In substance the word "Liby-phoenicians" was used by the Carthaginians not as a national designation, but as a category of state-law.
In the Spanish army just mentioned, composed of some 15,000 men, only a single troop of cavalry of 450 men consisted, and that but partly, of Liby-phoenicians. The flower of the Carthaginian armies was formed by the Libyan subjects, whose recruits were capable of being trained under able officers into good infantry, and whose light cavalry was unsurpassed in its kind.

At any rate, let it be remembered that the charges made affect the Liby-Phoenicians alone, and not the Phoenicians of Asia, with whom we are here primarily concerned, and that we cannot safely, or equitably, transfer to a mother-country faults which are only even alleged against one of her colonies. Physically, the Phoenicians appear to have resembled the Assyrians and the Jews.
