Among other things he found in the sacred books of Numa an account of a certain ceremony, by which, if rightly performed, the appearance of a God, named Jupiter Elicius, would be conjured up. But Tullus, who had spent his best days in the ensanguined field, proved inadequate to this new undertaking.

At Rome the sluices of heaven were opened by means of a sacred stone, and the ceremony appears to have formed part of the ritual of Jupiter Elicius, the god who elicits from the clouds the flashing lightning and the dripping rain. And who so well fitted to perform the ceremony as the king, the living representative of the sky-god?

Mars Silvanus, Jupiter Elicius, Juno Lucina, etc., also found an explanation in Varro's doctrine; for the divine element existing in sky, earth, sea, or other parts of the mundus, and manifesting itself in many different forms of activity, might be thus made obvious to the ordinary human intellect without the interposition of philosophical terms.

They say that the king himself, turning over the commentaries of Numa, after he had found therein that certain sacrifices of a secret and solemn nature had been performed to Jupiter Elicius, shut himself up and set about the performance of this solemnity; but that that rite was not duly undertaken or conducted, and that not only no appearance of heavenly notification was presented to him, but that he was struck with lightning and burnt to ashes, together with his house, through the anger of Jupiter, exasperated at the impropriety of the ceremony.

To draw forth such knowledge from the minds of the gods, he dedicated an altar on the Aventine to Jupiter Elicius, and consulted the god by means of auguries as to what prodigies ought to be attended to.
