Their solid, harmonious intelligence was fitted with an inertia in which all the opposites of thought met without collision, were tranquilly yoked together, smiling, cushioned, and rendered harmless. They were afraid of any thorough belief, of taking sides, and were at their ease in semi-solutions and half-thoughts. They were conservative-liberal in temper of mind.

It is true, there were some persons who thought otherwise upon this subject, but many of them were men whose views had become warped and deranged in such out-of-the-way places as Southern Russia, Eastern China, Central Hindoostan, Southern Africa, and Northern America military men, who, in fact, could not be expected to understand questions of grave political economy, astute matters of place.-and party, upon which the very existence of the parliamentary system depended; and who, from the ignorance of these nice distinctions of liberal-conservative and conservative-liberal, had imagined that the strength and power of the empire was not of secondary importance to the strength and power of a party.

In following that, however, he knows that he must be hemmed in by safeguards, lest he be tempted to travel too quickly; and, therefore, he is glad to be accompanied on his way by the repressive action of a Conservative opponent. Holding such views, I think I am guilty of no absurdity in calling myself an advanced Conservative-Liberal.

The result was to make the Centrum masters of the political field and place the Conservative-Liberal "bloc" at its mercy. After long discussion, the Government proposals were put to the vote on June 24th, and as the Centrum threw in its lot with the Conservatives, the proposals were rejected by 195 votes to 187.

The effects of the formation of the British America League were marvellous. Under its influence the annexation sentiment disappeared, the feeling of irritation died away, and the principles which were laid down by the British America League in 1850 are the lines on which the Conservative-Liberal party has moved ever since.

Nor do I find in myself any tendency to modify them as I have found generally in men as they grow old. I consider myself to be an advanced, but still a Conservative-Liberal, which I regard not only as a possible, but as a rational and consistent phase of political existence.
