These, too, by the same sign are emphatically anti-saloon in their propaganda, serving to intellectualize and secularize the dry sentiment without taking it out of the agricultural caste. There is a definite line between our farm-civilization and the rest. When a county goes dry, it is generally in spite of the county-seat.
The strong men of the community are church elders, not through fanaticism, but by right of leadership. Through their office they are committed to prohibition. So opposition to the temperance movement is scattering. The Anti-Saloon League has organized these leaders into a nation-wide machine.
What they are thinking about, what the Anti-Saloon League talks about, what the Prohibition enforcement officers expend their energy upon, is the sale of alcoholic drinks in public places and by bootleggers. But where the bootlegger and the restaurant-keeper counts his thousands, home brew counts its tens of thousands.
The Legislative Committee went at once to Trenton, where the Anti-Saloon workers were already busy. Sufficient force was brought to keep the bill in committee for three weeks, at the end of which time 46 votes were pledged against it and it was killed in committee at the request of its introducer.
In the session of the present year, the Anti-Saloon League tried to get a State Prohibition enforcement bill passed. Although there was a great public protest, the bill was put through the lower House of the Legislature; but in the Senate it encountered resistance of an effective kind.
