When I took the oath of office on the steps of this building just 3 years ago today, the Nation was ending one of the most tortured decades in its history. The 1960's were a time of great progress in many areas.

If that precedent is followed, however, the defeat of the United States would be followed by a period of fragmentation similar to or even more intense than the fragmentation of the 1950's and 1960's. Present efforts to shore up the insolvent U.S.A. economy and the resulting opposition of America's leading European trading partners is not reassuring.

During the 1960's, this country had a surplus capacity of crude oil which we were able to make available to our trading partners whenever there was a disruption of supply. This surplus capacity enabled us to influence both supplies and prices of crude oil throughout the world.

But a review of the stark fiscal facts of the 1960's clearly demonstrates where the primary blame for rising prices must be placed. In the decade of the sixties the Federal Government spent $57 billion more than it took in in taxes.

That was this Nation's policy in the 1830's and that is this Nation's policy in the 1960's. Our own freedom and growth have never been the final goal of the American dream. We were never meant to be an oasis of liberty and abundance in a worldwide desert of disappointed dreams.
