The First Consul decided to profit from the tranquility of Europe and the freedom of the sea to despatch a large body of troops to Dominica, which he wished to recover from the control of the blacks led by Toussaint-Louverture, a man who, without being in open revolt against the French, nevertheless adopted an air of great independence. General Leclerc was to be in command of this expedition.
