When the expedition to Egypt was decided upon, the capture of Malta formed part of the instructions to Napoleon. Bonaparte, relying on the demoralisation of the island, intended the capture to be a swift piece of work, and Poussièlgue had helped him by winning over some natives and French Knights to his side.

In May, 1797, he had suggested the seizure of Malta from the Knights of St. John; and when, on September 27th, the Directory gave its assent, he sent thither a French commissioner, Poussielgue, on a "commercial mission," to inspect those ports, and also, doubtless, to undermine the discipline of the Knights.

M. Poussielgue had done all he could in the way of seduction, but he had not completely succeeded. There was some misunderstanding, and, in consequence, some shots were interchanged. Bonaparte was very much pleased with General Baraguay d'Hilliers' services in Italy.

Kléber, together with Poussielgue, the administrator of the army, at once prepared and addressed despatches to the Directory, placing the condition of the troops, the finances, and the number of the enemy in the most melancholy light. These despatches fell into the hands of the English, and the duplicate reports found their way into the hands of Bonaparte himself.
