It has been claimed that as high as ninety per cent came from Teutonic and Celtic countries, and were, accordingly, almost of the same blood as the early settlers; but since 1890 the character of our immigration has changed so that since that time nearly seventy per cent have come from non-Teutonic countries, such as Russia, Austria-Hungary, Italy, and Greece.
But the more intelligent and thoughtful portion of the people, accustomed to analyse such claims by careful comparison with the products of non-Teutonic civilisation, has been unable to find any adequate basis for the assumed superiority.
But the Normans in Neustria lost their old Teutonic language in a wonderfully short time; when they conquered England they were already Latinised; with them were a number of Frenchmen by race, men from Anjou and Poitou, so they brought into England more non-Teutonic blood, besides what they had themselves got by intermarriage, than is commonly supposed; the great point, however, is, that by civilisation this vigorous race, when it took possession of England, was Latin.
The chances were a thousand to one that the picture-frame maker would get safely away with his goods; and he did. But it seemed odd to an absurdly sensitive, non-Teutonic mind it seemed somehow to lack justice that the picture-framer, after having been ruined, must risk his life in order to snatch from the catastrophe the debris of his career.
