Mao developed his ideas in written form in 1927; he showed that communism in China could be successful only if it was based upon farmers. Because of this unorthodox attitude, he was for years severely attacked as a deviationist. When Chiang Kai-shek separated from the KMT in 1927, the main body of the KMT remained in Hankow as the legal government.

The next years, especially up to 1952, were characterized by terror and bloodshed. Tensions persisted for many years, but have lessened since about 1960. The new government of Taiwan resembled China's pre-war government under Chiang Kai-shek.

In spite of this, after the Second World War Chiang Kai-shek had to renounce de jure all rights in Outer Mongolia. Inner Mongolia was always united to China much more closely; only for a time during the war with Japan did the Japanese maintain there a puppet government. The disappearance of this government went almost unnoticed.
