The first care of the new emperor was to deliver the Illyrian provinces from the intolerable weight of the victorious Goths. He consented to leave in their hands the rich fruits of their invasion, an immense booty, and what was still more disgraceful, a great number of prisoners of the highest merit and quality.

The cyclic forces, outworn and old, produced after that no order that you can go upon: events followed each other higgledipiggledy and inertly; but it was the Illyrian legions that put him on the throne.

The annual elections at Rome had just taken place, and Terentius Varro and Emilius Paulus had been chosen consuls. Emilius belonged to the aristocratic party, and had given proof of military ability three years before when he had commanded as consul in the Illyrian war.

In the room of the unwarlike troops of Asia, which had most probably served in the first expedition, a second army was drawn from the veterans and new levies of the Illyrian frontier, and a considerable body of Gothic auxiliaries were taken into the Imperial pay.

Then again, on the eve of victory at Marengo, the Red Man springs to his feet in front of the Emperor for the second time, and says to him: "You shall see the world at your feet; you shall be Emperor of the French, King of Italy, master of Holland, ruler of Spain, Portugal, and the Illyrian Provinces, protector of Germany, saviour of Poland, first eagle of the Legion of Honor and all the rest of it."

He answered eagerly to the call of a convenient Illyrian war and quitted the judgment seat for the less harassing anxieties of the camp.

From a local point of view, it is the spot which the greatest of the long line of renowned Illyrian Emperors chose as his resting-place from the toils of warfare and government, and where he reared the vastest and noblest dwelling that ever arose at the bidding of a single man. From an ecumenical point of view, Spalato is yet more.

The plan, however, was thwarted by the desperate resistance of the Dardani and of the adjoining tribes concerned; the Bastarnae were obliged to retreat, and the whole horde were drowned in returning home by the giving way of the ice on the Danube. The king now sought at least to extend his clientship among the chieftains of the Illyrian land, the modern Dalmatia and northern Albania.

But in order to disguise this real motive, the Emperor appointed M. Fouche governor of the Illyrian provinces in place of Count Bertrand, who was given the command of an army-corps, and was soon after appointed to succeed the adorable General Duroc in the functions of grand marshal of the palace.

It was rumored that all of those directly concerned with the murder of Pertinax had been not only disarmed and stripped of their uniforms, but actually stripped naked and scourged out of the camp by the Illyrian legionaries who had surrounded and cowed them, and ordered to flee the neighborhood of Rome and never again to approach within a hundred miles of the capitol.
