But time is wanting, also the means, to carry out the plan; it remains suspended in the air like vain menace; at the end of a fortnight it vanishes in smoke; the departments succeed in federating only in scattered groups; they desist from the formation of a central government, and thus, through this fact alone, condemn themselves to succumb, one after the other, in detail, and each at home.
But this is not enough. There ought to be co-operation among these various social institutions without respect to state lines. The farm problem in New England is one problem, although differing in details, it is true, in different states. Co-operation should not stop with the federating of the organizations of a state.
It is this same confusion, too, which is responsible for the notion that the problem of creating a true Imperial Parliament or Council by a federation of the Dominions would be assisted, either by creating an additional Dominion in the shape of Ireland, or by arranging the internal constitution of the United Kingdom, as one of the federating Dominions, on a federal rather than on a unitary basis.
If activity proves a working basis for the fellowship of Christian people, we may in time have the community church attempting to serve all the people in every possible way, and in association with other churches assuming the same function. At present this appears very distant and we are satisfied when we find churches federating, while still assuming the seriousness of doctrinal differences.
