The forces engaged in this titanic conflict were the Russian Tenth Army, consisting, according to the Russian version, of four corps, under General Baron Sievers, and the German East Prussian armies, under General van Eichhorn, operating on the north on the line Insterburg-Lötzen, and General van Bülow on the line Lötzen-Johannisburg to the south of Van Eichhorn.
The admission from such a quarter shows eloquently how the wind was setting. The notions of development and continuity which were to control all departments of historical study in the later nineteenth century were at the same time being independently promoted by the young historical school in Germany which is associated with the names of Eichhorn, Savigny, and Niebuhr.
Dealing with this, in reference to the New Testament, Eichhorn points out that it was easy to alter a manuscript in transcribing it, and that, as manuscripts were written for individual use, such alterations were considered allowable, and that the altered manuscript, being copied in its turn, such changes passed into circulation unnoticed.
Russian counterattacks, reported from day to day through June, with difficulty had held in check this army, which evidently was aiming at the Warsaw-Petrograd Railway on the sector between Vilna and Dvinsk. On the right flank of these forces operated the troops of General von Eichhorn, with the line of the Niemen for their objective.
