Ypres is distinguished above all cities in Belgium by the huge size and stately magnificence of its lordly Cloth Hall, or Halles des Drapiers.

A blackened wall or two and a heap of rubble where stood the Halle des Drapiers pride of Ypres since the thirteenth century its belfry, its statues, its carvings, its paintings, all vanished like the contours and colours of a sunset cloud. The cathedral is a skeleton. Hardly a pointed gable is left to tell where the quaint and prosperous houses once grouped cosily together.

At each end there is a turret; and the belfry, a square with towers at the corners, rises from the centre of the building. Various additions have been made from time to time to the original Halle des Drapiers since it was finished in the year 1304, and of these the 'Nieuwerck' is the most interesting.

The foundation-stone of the Halle des Drapiers, or Cloth Hall, of Ypres was laid by Baldwin of Constantinople, then Count of Flanders, at the beginning of the thirteenth century, but more than 100 years had passed away before it was completed.

Wood hath power to give us 108,000 pound; so the patentee in England, by the same proportion, might circulate four millions three hundred and twenty thousand pounds; besides as much more by stealth and counterfeits: I desire to know from you, whether the Parliament might not have addressed upon such an occasion; what success they probably would have had; and how many Drapiers would have risen to pester the world with pamphlets: Yet that kingdom would not be so great a sufferer as ours in the like case; because their cash would not be conveyed into foreign countries, but lie hid in the chests of cautious, thrifty men, until better times.
