On these roads towns rose; and some, like Caerwent, were self-governing communities of prosperous people. Agriculture flourished; the Welsh words for "plough" and "cheese" are "aradr" and "caws" the Latin aratrum and caseus. The mineral wealth of the country was discovered; and copper mines and lead mines, silver mines and gold mines, were worked.
Indeed, in some cases the houses seem to have encroached on and distorted the street-plan. Probably it would be true to say that the average block covered an acre and a half or an acre and two-thirds. We do not know enough of the history of Caerwent to do more than guess how this street-plan came to it.
About 115-20, and again about 155-63 and 175-80, the northern part of the province was vexed by serious risings, and the civilian area was doubtless kept somewhat in disturbance. At Caerwent the evidence is confined to coins and fibulae, none of which seem earlier than Vespasian or Domitian: for the coins see Clifton Antiq. Both these belong to the Flavian period.
