It is fit that it should stand here, one of the chief distinctions of our splendid Capitol, here in the political centre of the State, here in the city where first in all the world was proclaimed and put into a political charter the fundamental idea of democracy, that "government rests upon the consent of the people," here in the city where by the action of these self existing towns was formed the model, the town and the commonwealth, the bi-cameral legislature, of our constitutional federal union.

On the other hand, I do not contemplate this bi-cameral conference with the diplomatists trying to best and humbug the Labour people as well as each other and the Labour people getting more and more irritated, suspicious, and extremist, with anything but dread.

The logic of a bi-cameral system demands that the lower house should represent the changing will of the people, the upper, in so far as possible, its cumulative wisdom and the continuity of tradition, while, as already stated, the whole principle is vitiated if both houses are chosen by the same electorate.

It is called in German an "Interessenvertrag" a political representation by trade interests as well as by geographical districts. Perhaps this is the direction towards which the bi-cameral legislature will develop. One chamber would then represent a man's sectional interests as a consumer: the other his professional interests as a producer.

There is an argument for electing the chief executive of a city, a state or the nation, by popular vote, and the same holds in the case of the lower house of the legislature where a bi-cameral system exists, but there is no argument for the popular election of the administrative officers of a state.

My brother David inherited all the Conservatism of the Brodies for generations back. Greatly interested in all abstruse problems and abstract questions he had various schemes for the regeneration of mankind. Two opposing theories concerning the working of bi-cameral Legislatures supplied me with material for a Review article.

The maintenance of a bi-cameral legislative organization, with the choosing of the members of both houses by the same electorate is in the same class, a perfectly irrational anomaly which violates the first principles of logic and leads only to legislative incompetence, and worse.
