In its essence a puritan movement, there was unquestionably a nationalist side to it which tended to render it suspect in the eyes of many Punjab officials, and these suspicions were heightened by the Gadr conspiracy fomented in the second year of the war by a number of Sikhs, who returned from Canada bitterly estranged from British rule by the anti-Asiatic policy of the Dominion and still more by the fiery eloquence of Indian revolutionaries in German pay.

Nor were there any signs of implacable hostility to British rule in his vigorous protests in the following year against the anti-Asiatic legislation of the South African Union which was again stirring up bad feeling in India.

These issues have been raised in their most acute form in South Africa, but they exist also in Australia, and even in Canada, where many Indians suffered heavily from the outburst of anti-Asiatic feeling which swept along the Pacific Coast a couple of years ago.

I would respectfully ask his Indian colleagues whether they can stand this robbery of their countrymen rights. In South Africa the situation is not less disquieting. My misgivings seem to be proving true, and repatriation is more likely to prove compulsory than voluntary. It is a response to the anti-Asiatic agitation, not a measure of relief for indigent Indians.

They have also been able to make not a few converts amongst the unfortunate British Indian immigrants who suffered heavily from the anti-Asiatic campaign along the Pacific slope, and some of these converts, being Sikhs and old soldiers, were of special value, as through them direct contact could be established with the regiments to which they had belonged, or, at any rate, with the classes from which an important section of the native army is recruited.
