A French envoy was, at his suggestion, permitted to offer Mehemet the governorship of the Syrian pashaliks of Tripoli and Acre. On March 8 Mehemet rejected these terms, and declared that if his own terms were not accepted within six weeks his troops would march upon Constantinople. The sultan then turned to Russia again and asked for troops.
In a very few pashaliks, to be sure, the beginning of a better order of things has been made, the administrative and military powers have been separated, and the taxpayers themselves have agreed to higher taxes, provided they are permitted to pay them directly into the State treasury. Presents are as customary here as everywhere in the Orient.
