Knowing that my uncle, Addison Hall, was a member of the Convention, I determined to take a train to Richmond and seek his advice. I felt relieved when he informed me that he was going the next morning, and that I could go along with him. We took an early train to West Point, and being ferried across the Mattaponi river, obtained from one of his friends a conveyance to Urbanna.
He was born March 11, 1822, at "Fairview", near Bowie, Prince Georges County, Maryland a plantation of 1000 acres, then belonging to Governor Oden Bowie's father. "Parson" Williams' father, Rezin Williams, a freeman, was born at "Mattaponi", near Nottingham, Prince Georges County, the estate of Robert Bowie of Revolutionary War fame, friend of Washington and twice Governor of Maryland.
It was thus intended not only to include in the new county all the lands of the Doeg Indians, but also those of the Anacostans. The Assembly of November 1654 authorized the establishment of New Kent County along both sides of the upper York River and far up the Pamunkey and Mattaponi rivers.
He and Washington became friends. In 1791, when Captain William Bowie died, his son Robert inherited "Mattaponi". He was the first Democratic governor to be elected, one of the presidential electors for Madison, and a director of the first bank established at Annapolis.
