The build-up of heavy industry enabled China to conduct an aggressive policy towards the countries surrounding her, but industrialization had to be paid for, and, as in other countries, it was basically agriculture that had to create the necessary capital. Therefore, in June 1950 a land-reform law was promulgated.

Thus, a political taxonomy based on urbanization and industrialization may prove to be more powerful than the classic left-right dichotomy. The enmity between the urban and the bucolic has deep historical roots. Vassals pledged allegiance and subservience to local lords in return for protection against nomads and marauders. Trading was confined to fortified medieval cities.

The prevailing idea was that the white race, especially the Anglo-Saxon and Teutonic branches of it, had been especially blessed by God so that it could achieve industrialization and democratization. It further taught that it was their obligation to carry the benefits to less fortunate peoples.

Of course, even at low wages, many Indians might benefit, yet such persons would form only a tithe of the millions now starving besides the fact that this industrialization would bring in many new social evils. As to State encouragement of industries, this would bring in Western capital even more than a protective tariff, with the results already stated.
