Sir Francis Wyatt was instructed "to draw tradesmen and handicraftmen into towns." Time and again throughout the 17th century the English kings insisted that the Assembly should pass laws intended to establish trading towns. In 1662, an act was passed at the command of Charles II providing for the building of a city at Jamestown.
Accordingly, a decree went forth, dated the 23rd of January, 1710, for the establishment of "a large manufactory of porcelain" at the Albrechtsburg in Meissen. The royal decree concluded by inviting "foreign artists and handicraftmen" to come to Saxony and engage as assistants in the new factory, at high wages, and under the patronage of the King.
"These men," continued Joe, "are most of 'em handicraftmen as well as divers, because you know, sir, it would be of no use to send down a mere labourer to repair the bottom of a ship, no matter how good he was at divin'; so, you'll find among 'em masons, and shipbuilders, and carpenters, and engineers "
