The Piedmonti was under the command of Garibaldi himself, and Nino Brixio took charge of the Lombardo. Both were experienced sailors. It was generally rumoured that they intended landing on the coast of the Roman States, and the Piedmonti did call at Telemone for water, as the vessel that carried her store had been seized.

For some time during the early spring of 1860, the Sicilians had been in a state of intermittent rebellion against Ferdinand King of Naples Bombina.
