We had turtle, and, among other good things, American canvasback ducks. . . . These dinners are certainly a good institution, and likely to be promotive of good feeling; the Mayor giving them often, and inviting, in their turn, all the respectable and eminent citizens of whatever political bias. About fifty gentlemen were present that evening.

The system was eminently promotive of honesty and good morals, as well as the ends of justice; for men's rights before it were not unfrequently determined by the reputation they bore in the community in which they lived. This fact stimulated uprightness of conduct, and often deterred the wrong-doer.

As intimately connected with and promotive of this material growth of the nation, I ask the attention of Congress to the valuable information and important recommendations relating to the public lands, Indian affairs, the Pacific Railroad, and mineral discoveries contained in the report of the Secretary of the Interior which is herewith transmitted, and which report also embraces the subjects of patents, pensions, and other topics of public interest pertaining to his Department.
