There are numbers of old Belgian thread-makers who, like spiders, have passed the best part of their lives spinning in cellars. This sort of occupation naturally has an injurious effect on the health, and, therefore, to induce people to follow it, they are highly paid. To form an accurate idea of this operation, it is necessary to see a Brabant Thread-spinner at her work.

In justification, now, of an arrangement so monstrously unjust and out of place in a free country, it is said that the employés in the thread-mill get high wages, and that, but for the tax, American laborers must come down to the low wages of foreign thread-makers.

In Sandwich in 1561 some twenty families of Flemings settled and began their manufactures of various kinds of cloth; in 1565 some thirty Dutch and Walloon families settled in Norwich as weavers, in Maidstone a body of similar artisans who were thread-makers settled in 1567; in 1570 a similar group carrying on various forms of manufacture settled at Colchester; and still others settled in some five or six other towns.

It is not true that American thread-makers get any more than the market rate of wages, and they would not get less if the tax were entirely removed, because the market rate of wages in the United States would be controlled then, as it is now, by the supply and demand of laborers under the natural advantages and opportunities of industry in this country.
