The eastern division was considered by the Romans as the more peculiar and proper province of Africa. Till the arrival of the Phnician colonies, that fertile country was inhabited by the Libyans, the most savage of mankind.
The ten thousand Euboic or Phnician talents, about four millions sterling, which vanquished Carthage was condemned to pay within the term of fifty years, were a slight acknowledgment of the superiority of Rome, and cannot bear the least proportion with the taxes afterwards raised both on the lands and on the persons of the inhabitants, when the fertile coast of Africa was reduced into a province.
From the north and south the troops of Antioch and Jerusalem advanced along the sea-shore till their banners were joined under the walls of the Phnician cities: Tripoli and Tyre were betrayed; and a fleet of fifty transports, which entered without distrust the captive harbors, brought a seasonable supply of arms and provisions to the camp of the Saracens.
The richest wines, the most extraordinary victims, and the rarest aromatics, were profusely consumed on his altar. Around the altar, a chorus of Syrian damsels performed their lascivious dances to the sound of barbarian music, whilst the gravest personages of the state and army, clothed in long Phnician tunics, officiated in the meanest functions, with affected zeal and secret indignation.
That country was rapidly sinking into the state of barbarism from whence it had been raised by the Phnician colonies and Roman laws; and every step of intestine discord was marked by some deplorable victory of savage man over civilized society.
The pleasant vale of Damascus has been adorned in every age with a royal city: her obscure felicity has hitherto escaped the historian of the Roman empire: but Chosroes reposed his troops in the paradise of Damascus before he ascended the hills of Libanus, or invaded the cities of the Phnician coast.
A dress which showed the turn of the limbs, and color of the skin, might gratify vanity, or provoke desire; the silks which had been closely woven in China were sometimes unravelled by the Phnician women, and the precious materials were multiplied by a looser texture, and the intermixture of linen threads.
