It is a reddish, coriaceous, flattened, seed-like creature, with the body oblong oval, and contracted just behind the middle. When fully grown it measures from a quarter to half an inch in length. We have received it from Missouri, at the hands of Mr. Riley, and Mr. J. A. McNiel has found it very abundantly on horned cattle on the western coast of Nicaragua.

This expedient was successfully resorted to previous to the last expedition, and the vessel in which those composing it were conveyed to Nicaragua obtained a clearance from the collector of the port of Mobile.

In 1898 its mainland shores were occupied by Mexico, British Honduras, Guatemala, Honduras, Nicaragua, Costa Rica, Colombia, and Venezuela; its islands were possessed by the negro states of Hayti and the Dominican Republic, and by Spain, France, Great Britain, Holland, and Denmark.

An expedition was at this time projected to seize the region of Lake Nicaragua, and thus to cut the communication of the Spaniards between their northern and southern possessions; and in pursuit of this policy Nelson was sent with a small force, early in 1780, to Honduras.

My immediate predecessor caused to be negotiated with Nicaragua a treaty for the construction, by and at the sole cost of the United States, of a canal through Nicaraguan territory, and laid it before the Senate. Pending the action of that body thereon, I withdrew the treaty for reexamination. Attentive consideration of its provisions leads me to withhold it from resubmission to the Senate.

To the Senate of the United States: I transmit to the Senate, for consideration with a view to ratification, a treaty of friendship and commerce between the United States and Nicaragua, signed by their respective plenipotentiaries at Managua on the 16th March last, together with papers explanatory of the same, of which a list is herewith furnished.

The same improvement will take place in the fertile but uncultivated countries through which flow the Guallaga, the Amazon, and the Orinoco; as well as at the isthmus of Panama, the lake of Nicaragua, and the Rio Huasacualco, which furnish a communication between the two oceans.

It lies midway between Colon and the mouth of the river San Juan, where is Greytown, which has been selected as the issue of the projected Nicaragua Canal; and therefore, in a peculiar way, Chiriqui symbolizes the present indeterminate phase of the Isthmian problem.

This treaty aroused strong opposition in the other Central American States, and Costa Rica, Salvador, and Honduras filed formal protests with the United States government against its ratification on the ground that it would convert Nicaragua into a protectorate of the United States and thus defeat the long-cherished plan for a union of the Central American republics.

And we must not break faith with those who are risking their lives on every continent, from Afghanistan to Nicaragua to defy Soviet-supported aggression and secure rights which have been ours from birth.
