Take, for instance, the most humane, the most generous, the most sincere lover of liberty, and one who has been the most steady practiser of it to such a man even as this only give an unlimited, uncontrouled, and unrestricted sway over his fellow-creatures, and ten to one but he becomes an arbitrary tyrant; when, on the other hand, if he had been restrained within due bounds, by means of the proper checks and guards prescribed by a free constitution, he would have been one of freedom's brightest ornaments, one of liberty's safest, staunchest, guardians and protectors.
To make the army yet more useful, it ought to be under the sole command of one man, exalted to the important trust by his known skill, courage, justice, and fidelity, and uncontrouled in the administration of his province by any other authority, a man enabled by his experience to distinguish the deserving, and invested with power to reward them.
It is awful to meet the passions of a people who not only believe but feel themselves uncontrouled—who not finding from government the expected protection of their interests, tho’ otherwise honest, become desperate, each man determining to share by the spoils of anarchy, what he would wish to acquire by industry under an efficient national protection.
But the will, uncontrouled, for ever must and will produce security and wantonness; nor can moderation and despotick power subsist long together.
Every man wandered where he chose, changing his residence, as a spot attracted his fancy, or suited his convenience, uncontrouled by his neighbour, unconnected with any but his family. Such was the first situation of mankind; a state of dissociation and independence. In this dissociated state it is impossible that men could have long continued.
