The fact to be deplored is that the Federal and State Legislatures are not taking sufficient interest in the reforestation of Nevada; they should enforce the planting of two or three trees for every one that is felled. I believe some such law is now in force in the state of Washington and elsewhere.
Yet another shows the effect of one of the washouts, destroying an arable mountain side, these washouts being due to the removal of all vegetation; yet in this photograph the foreground shows that reforestation is still a possibility in places.
The reforestation of land best suited for timber production is progressing and should be encouraged, and to this end the forest taxation inquiry was instituted to afford a practical guide for public policy. Improvement has been made in grazing regulation in the forest reserves, not only to protect the ranges, but to preserve the soil from erosion.
In East Tennessee and in the mountain counties of North Carolina lumbering industries are for the time being employing the people. The result will be a deeper impoverishment; for the timber is the people's greatest source of actual and potential wealth. The leaders of the mountain people should teach reforestation with a view to maintaining the people's future wealth.
