Often they met groups of raiyats, sturdy peasants, thick-limbed, bare-footed, bare-headed, the women clear-eyed, deep-bosomed, but uglier than the males. These did reverence to the holy men and put their modest offerings of copper coins or food into Muriel's begging-bowl. Another time it was a family group at food, eating by the wayside.
The historian of the Tabakat-í-Akbarí adds that this practice became a rule in all his campaigns; 'and sometimes even bags of money were given to these inspectors, so that they might at once estimate and satisfy the claims of the raiyats and farmers, and obviate any interference with the revenue collectors. This plan, which is in all essentials the plan of the western people who virtually succeeded to the Mughal, deprived war of its horrors for the people over whose territories it was necessary to march.
In India instances can be given by the dozen, in which in little principalities the raiyats when deeply grieved by their chiefs have cut off all connection with them and bent them to their will. I know of no instance in history where well-managed non-co-operation has failed.
In 1904 and 1905, the Congress declared that the then military expenditure was beyond India's power to bear, and in the latter year prayed that the additional ten millions sterling sanctioned for Lord Kitchener's reorganisation scheme might be devoted to education and the reduction of the burden on the raiyats.
