Count Styrum, Messieurs Repelaer d'Jonge, Van Hogendorp, Vander Duyn van Maasdam, and Changuion, were the chiefs of the intrepid junta which planned and executed the bold measures of enfranchisement, and drew up the outlines of the constitution which was afterward enlarged and ratified. Their first movements at The Hague were totally unsupported by foreign aid.
Van Hogendorp could also count on a number of active helpers outside the Hague, prominent among whom were Falck, Captain of the National Guard at Amsterdam, and Kemper, a professor at Leyden.
Van Hogendorp and his friends wished that Holland should free herself by her own exertions, for they were aware that reconquest by the allied forces might imperil their claims to independence. Their opportunity came when General Melliton, by order of the governor-general Le Brun, withdrew on November 14 from Amsterdam to Utrecht.
