And when the yere comes about, then do thei thus. And when thei haue strangeled bothe the men and the horses, they bowell the Horses, stuffe their bealies againe with Chaffe, and sowe theim vp close, and sette the menne vppon their backes.
Mr Smith was a member of the Cabinet from 1882 to 1891, during which long period his keen business sagacity and sound common sense were ever at his chief's disposal. Sir Mackenzie Bowell, 'the best Minister of Customs I ever had, was another old-time friend and colleague for whom Sir John entertained a high regard and respect.
Sir John was a faithful son of the church, with an immense influence with the clerical authorities; he was succeeded in the premiership by Sir Mackenzie Bowell, ex-grand master of the Orange Order. The bishops moved on Ottawa and demanded action. There ensued a duel in tactics between the two parties, intensely interesting in character and in its results surprising, at least for some people.
The Supreme Court held, but not unanimously, that no right of federal intervention existed; but the Privy Council maintained, as the last word in the case, that the Dominion had power to intervene. This decision put the question squarely before the Bowell Government. It was a difficult situation.
The Conservative party, and the whole Dominion, suffered a further loss in 1894, when Sir John Thompson died suddenly at Windsor Castle. Sir Mackenzie Bowell was chosen as his successor. Meanwhile the fortunes and the spirit of the Liberal party rose steadily. Mr Laurier's position as leader strengthened as each year gave proof of his steadfast character, his courage, and his political sagacity.
A curious situation then developed. The leader of the Government, Sir Mackenzie Bowell, was a prominent Orangeman. The leader of the Opposition, Wilfrid Laurier, was a Roman Catholic. The Government, after a vain attempt to induce the province to amend its measure, decided to pass a remedial act compelling it to restore to the Roman Catholics their rights.
