It was owing to his exertions that the duty on coffee, spirits, and cotton was remitted for a period of ten years, and that machinery for the sugar plantations was allowed to be imported into Cuba from the United States free of all duty. The patriotic services of Arrango were appreciated by the court of Madrid, although he was at times the inflexible opponent of its selfish schemes.
