The estimates for the fiscal year commencing July 1, 1878, are $16,233,234.40, exclusive of the sum of $2,314,231 submitted for new buildings, repairs, and improvements at the several navy-yards. The appropriations for the present fiscal year, commencing July 1, 1877, are $13,592,932.90.
Reports are also received from 25 Canadian stations, 375 volunteer observers, 52 army surgeons at military posts, and 333 foreign stations. The expense of the service during the fiscal year, after deducting receipts from military telegraph lines, was $792,592.97.
The reply submitted to Congress was that the ports of the United States had been used for the exportation of horses and mules and other supplies for use in South Africa; that between October, 1899, and January 31, 1901, the value of such shipments had amounted to $26,592,692; that no steps had been taken to prevent the "lawful exportation of horses, mules, and other supplies to South Africa;" and that the number of horses and mules shipped from the ports of the United States during this period had been 76,632.
